Solar pumps, plants on barren land and solarisation of existing tubewells — how each PM-KUSUM component works and what a farmer actually pays.
Diesel pumpsets and unreliable day-time supply make irrigation one of the most expensive parts of farming in Punjab and Haryana. PM-KUSUM (Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan) targets exactly this cost by subsidising solar pumps and small solar plants on farmland.
The three components of PM-KUSUM
- Component A: decentralised grid-connected solar plants on barren or fallow land, set up by farmers, cooperatives or panchayats, with the power sold to the DISCOM under a long-term agreement.
- Component B: standalone off-grid solar pumps for farmers whose tubewell has no grid connection, usually in the 3 HP to 10 HP range.
- Component C: solarisation of existing grid-connected pumps, either individually or at feeder level, so day-time irrigation runs on solar and surplus units are exported.
What the farmer actually pays
For standalone pumps under Component B the cost is shared. Central financial assistance covers roughly 30 per cent of the benchmark cost, the state adds its own share, and the farmer contributes the balance — commonly around 40 per cent, part of which can be financed through a bank loan.
Benchmark rates, the state share and the farmer contribution are revised almost every year and differ between Punjab and Haryana. Treat any figure you read online as indicative until you see the current sanction order from the state nodal agency.
Documents to keep ready
- Land records (fard or jamabandi) or a registered lease for the parcel where the pump or plant will be installed
- Aadhaar, bank account details and a recent photograph of the applicant
- Existing connection details for Component C, or proof that no connection exists for Component B
- Borewell details — depth and discharge decide the pump head and HP rating
How the application moves
Applications open in windows announced by the state nodal agency, PEDA in Punjab and HAREDA in Haryana. You register online, pay the token amount if your name is selected, choose an empanelled vendor, and the pump is installed and inspected before the subsidy is released against your account.
Size the pump to the borewell, not to the neighbour
An oversized pump wastes subsidy and an undersized one will not lift water in peak summer when the water table drops. We measure static and dynamic head, check discharge, and match the HP rating and panel array to your own borewell.
